Synopsis: Saboteur goat pulls one over on the good guys.
Comments: Goat walks across the title. That nasally voice on the goat... Self referential, gets the projectionist to run the film back. Mural about recycling your cans for a scrap metal drive. Tit eyes on the goat. Popping from reaction to reaction to save n animation. Admiral is Popeye's voice. Popeye is an ineffectual background villain. Nice silhouette of the admiral in the movie theater. And the goat wins in the end over Popeye and the navy. Thats... odd. Jerry Beck's commentary mentions he thinks they're trying to make a Tex Avery style cartoon, and he's not wrong. There's something of NBC's Telecomics about this. I don't like it.

The goat's voice was done by Gilbert Mack, and you can easily pick out his similar voice work in Astro Boy (Mr. Pompus) and Kimba the White Lion (Pauley Cracker).
